Regarding scheduling...I'll say I'm not a big fan of playing _every_ division interleague.
It sounds good in theory, but the numbers are terrible. The least you can comfortably justify playing any one team is 4 games (2/2 H/A). WIth 15 teams in "other" league, that means 60 (37%) of your games are played interleague. This leaves 102 games. Given the need to hit 162, that means you play either 8 or 13 games against each division rival (otherwise, you can't hit the "2" of 162). Either number then requires you to imbalance the playing of divisions in your own league.
I would strongly suggest going to a 13/8/8/6 or 18/6/6/6 structure with three game series and playing only one division interleague. At that point, if you want to rotate which interleague division you play each year, that would seem to work. Of those two, I personally prefer the 18/6/6/6 structure because then you're playing in division 45% of the time (vs. 32% in the 13/8/8/6). Everyone elses mileage may vary, though.
